Siebel 8.1.1 - DB configuration wizard errors.

Good day!
I am facing problems when i try to install new DB by config wizzard. Windows Server 2003, DB - SQL Server 2005
ODBC - OK
grantuser.sql - OK
Siebel 8.1.1, Russian language.
Help me please to resolve this problem.

    Please confirm if you have executed grantsql.sql and created users per information below:

    Also confirm if you have provided correct tableowner (siebel) as below, item 15:

    Thank you for your answer, but this is first thing that i made.
    I created table S_APP_VER manualy and find this error:

    I'm pretty sure the problem is not in DB rights. I found this document:

    EBCs with non-English data require the Siebel S_APP_VER and S_SYS_PREF tables to be present in the external database.
    Siebel Business Applications use the UNICD_DATATYPS_FLG column of the S_APP_VER table to indicate whether the database is a Unicode database. A value of 8 means UTF-8, and Y means UTF-16. For Non-Unicode databases, the Enterprise DB Server Code Page system preference is also required to have the correct setting.
    For help with creating and populating these tables, contact your Oracle sales representative for Oracle Advanced Customer Services to request assistance from Oracle's Application Expert Services.

    But i can't find anything about structure of this tables.

    Hi!

    I don't think EBCs play any part in this - assuming you're installing a new Siebel instance from the very beginning.

    It looks to me like you've specified DBO as the table owner, in the install wizard, instead of specifying SIEBEL. You should have created the SIEBEL user as part of running grantusr.sql.
