Arabic locale is not applayed

Hi I have a problem with applaying Arbic locale settings. When I run code shown bellow file chosser will start and all buttons and hints are displayed in english.
If I put Locale("de") or Locale("fr") or Locale("it") everithing is translated. Is there something additional that needs to be set in order for arabic internationalization to work.
This is tested under java 1.5 and 1.6 and behaviour in both version is the same.
public class Frame1 extends JFrame {
    public Frame1() {
        try {
           jbInit();
        } catch (Exception e) {
            e.printStackTrace();
        }
    }
   private void jbInit() throws Exception {
        this.getContentPane().setLayout( null );
        this.setSize( new Dimension(400, 300) );
    }
   public static void main(String[] args){
        Locale locale = new Locale("ar");
        Locale.setDefault(locale);
        JFileChooser c = new JFileChooser();
        int rVal = c.showOpenDialog(null);
       
        Frame1 f=new Frame1();
    }
}
Application where this need to be applayed is developed using JDeveloper.
