Can anyone please point me to the correct official documentation link?I don't think that there's such an official link. I would say Oracle sees this package as internal, not to be used directly in any user application.
I checked with some writers, who checked with some other people. In brief, it is intentional that there is no complete reference documentation for the DBMS_STANDARD package, because it is mainly an internal implementation mechanism.1 person found this helpful
However, there are a few cases where programmers and DBAs may need to know about DBMS_STANDARD in order to do certain things, and so there are several references to DBMS_STANDARD in the documentation to enable users to perform these particular tasks. Many of these references are in the "PL/Scope Identifier Data for STANDARD and DBMS_STANDARD" section in the Advanced Application Developer's Guide (the manual title for Release 11.2).
