Well, I'm no expert on this but as no-one's answered would it be that you're essentially using an unsigned representation of the amplitude, which one would expect to vary between a low number and a high number (with full modulation, 0 to 65535). So the zero-amplitude value would, in this example, be 32768. Why it's in the 20,000 region I can't explain, though.
No expert either, but perhaps a big-endian little-endian mix up?
