i think it is not about internet or not , it is about the network .
any ideas and solution to solve that
I you connect your laptop to a network it goes through DHCP and DNS servers. Without a network connection you have no network IP address. Just use http://127.0.0.1 or http://localhost in your URL and see if this works.
Yes. I agree with automatic IP assign when system comes on network.
I tried localhost and 127.0.0.1 techniqe but it is not working.

You haven't given an answer to my previous question. What is the result of the URL in these two situations?
Installing Developer Suite and running Forms and Reports on your PC should work with 127.0.0.1 (in my experience). If not, you probably have changed some setting.
If everything fails, re-install Developer Suite.
When I run your given url in the presenece of network then it works but when no network then it gives error.
I agree with you that there is need to some thing change in settings but i have no an idea.
Are you using single sign on? That might not work if you're not connected.
What is the error message?
I came to know that 'Loop back adapter' is needed in order to run the report in absence of any available network.
