If you do a restore then you should really be restorting the db at the samepoint as there is a lot of the information held in the databases.
As you mention the port 58080 I am assuming you are on version 9 but the title says 188.8.131.52 so the port should be 28080.
You will need to check the logs to see if Shared Services encountered any issues when starting up.
Thanks so much for your reply, you are right ... I shouldn't have restored the Applications without the DB. I decided to cut my loses, rather than waste time trying to sort out the issue I got the DBA's to restore both the Application & Database servers. I'm back up and running.
