Any reason why you don't use jdev 220.127.116.11.0 and instead try the older version 18.104.22.168.0?
Anyway, uninstall the version, delete the folder where you have installed the old version. Then install again (I would recommend 22.214.171.124.0).
If this doesn't help. you need to give us more information about your OS and the hardware your use.
I installed Jdeveloper on a Windows XP PC.
The processor is AMD Phenom II X4 B93 (quad processor)
3GB of RAM
I managed to make it work by updating

Instead of using 800M, I reduce it to 640M.
I still have 2G of available memory, so why it cannot be 800M?
Let me provide a little more information. I installed the ADF Data visualization components for MS Office - that's when I started to see this error message. I also changed my ide.conf settings to increase memory - but that didn't make any difference. I'm running Windows 7 (64-bit) on a 4Gb Dell Notebook. I don't get the error so long as I'm not running any MS Office programs.
