chmod S+cR equivalent in the C/C++ chmod function

I need to code the "chmod S+cR" equivalent in my C program. I don't see the standard chmod in sys/stat.h providing a way to set these ACL settings. Is this possible through the chmod or are there any standard APIs to set/change the ACL access modes?
