The "Ops Center Downloads" display issue sounds like a different problem that shouldn't be related.
What do you see in the /var/opt/sun/xvm/images/productUpdate directory?
There should be more detail in the job log. When you do the proxy provisioning, are you using both a normal user and a privileged user? If so I think there's a bug on that that I don't know if it's been fixed.
But if you open the failed Proxy provisioning job details, there's an Export Details option, it should give more a clue of what went wrong.
We decided to deploy the agent manually and discovered that the installer had several coding errors. For example, it stopped because it needed at least Solaris version 10u3 installed. The installed OS was 10u10....
I think that may have been the deployment issue.
The console issue has changed. Once I was able to installe the agent on the console the problem changed, noe the ops center downloads show.

With the check it shows all 3 item of all 3 versions
did you run OCdoctor before you installed? When I ran it on my latest installs, it highlighted the solaris10u10 issue, and the workaround is to edit the /etc/release file and change it to u9 just for the install
I did have the same issue on Solaris 10 8/11 s10s_u10
That trick solve the problem.
