I assume you mean the Get Spec window on the Samples screen. Based on the quality system parameter setting, the Get Spec function allows the selection of an alternate specification other than the default specification found by the system using the samples fields input. (Setup -> Process Quality Parameters - Query for your org , under Specs tab, un-check 'Exact Spec Match' )
This profile does not work in my instance:( I have No on site level. I think in my case it is bug.
I have requestion to have few specifications for one item and one customer. Apps does not allowed this situation. That why I want create base specification and a few without valid rules. Now user can pick another specification.
GMD: Exact Specification Match will provide solution in my case?

From what you say for your requirements , it is entirely possible to have this setup in OPM Quality so I am not quire sure what your problem is.

Generally speaking, Local specifications are searched before global specifications at each level of the specification matching hierarchy.
If no specification is found, then the application searches for the closest match of a specification with no grade.
To match a specification with a specific sample, the Samples window uses the base hierarchy when you click Get Spec.

It sounds like the requirement is to create 2 specs for the same criteria. However, you will need to find some identifier to distinguish them (ship to?), since the system does not allow duplicate spec validity rules and has no tiebreaker functionality.
