from the ORACLE SQL DEVELOPER 3.1 Data Sheet at http://www.oracle.com/technetwork/developer-tools/sql-developer/sqldev31datasheet2012-1531256.pdf Migration from Non-Oracle Databases Oracle SQL Developer provides users with the ability to migrate database objects and data from IBM DB2 LUW, MySQL, Microsoft SQL Server, Microsoft Access, Sybase Adaptive Server and Teradata to Oracle.
+...+ SQL Developer provides a Translation Scratch Editor where users can enter third-party database SQL statements and translate them to their Oracle equivalent. A Translation Difference Viewer provides a full-color side-by-side comparison of the original and translated SQL code.
In SQL Developer, click on Tools - Migration - Translation Scratch Editor, then you will see the option to translate DB2 SQL-PL to PL/SQL.

SQL Developer does not have SQL parser for DB2 yet. It can only migrate tables/indexes/constraints and Data from DB2 to Oracle. For Stored Procedures/Triggers/Views migration you will need to use a third party tool.
Contact me offline and I will recommend something for you.
