As a guess the way you are specifying the larger size in the jnlp file is incorrect.
I'm just changing the size and nothing else on the JNLP file. So if the way I'm specifying it was incorrect why would it work with 1000m but not with 4000m?
I have a thought. 1gb works, 4gb does not. That seems to stem from the 32 bits limitation. However, you run this on a 64 bits CPU.
BUT! Are you trying this under Internet Explorer? I know from earlier problems that Windows 7 defaults to the *32 bits* version of Internet Explorer, even on 64 bits systems. Something to investigate.

That's the problem indeed. When I launched with IE 64-bit or Firefox Nightly 64-bit, it worked fine.
