The machine that I'd like to develop and deploy my jsf appliation is on a private network that cannot access java.sun.com/jsf/core or java.sun.com/html. I haven't tried it yet but assume it needs access to the libraries to build the application. Can I download and copy the libraries from a different machine? If so then please point me to a resource that describes that process.
Maybe I should have asked what exactly these two statements do:

<%@taglib prefix="h" uri="http://java.sun.com/jsf/html"%>
It appears that it references a library on Sun's website. What is the purpose of the uri address?
They define the prefixes, f: and h:, that correspond to the namespaces specified by the corresponding URLs. Those URLs in turn correspond to declarations in other files which you must install, in this case the JSF jar files.
They don't imply network fetches.
