i checked internally, you would be able to enter even quantities between 0 and 1, aren't you able to enter the same?
Are you able to enter the same quantities in core forms (as you have mentioned the issue is in iprocurement )?

Yes, it's true. System allows you to have quantities less than 1, that's why this has been put as an issue. In this case we are facing the problem in iProcurement. This requisition is being sourced from a BPA which is made for one time items i.e no item codes in core purchasing/inventory. The UOM is METER. I tried to do that while raising requisition in core purchasing, but I was not able to source the document in core purchasing as supplier item is missing in BPA.
Here notable thing is system allows the creation of requisition or I would say allowing the user to add to the cart like 1.1, 1.2 (But not less than 1).

Which version you are in.
Also, are you able to enter non-catalog requests with less than 1 quantity.
It's 11i we are working on, and it gives trouble for both catalog and non-catalog.
