Sounds as if there is a resource file missing.
Did you install SQL Developer into a clean directory?
Did you migrate settings?
Yes to both questions. The odd thing is that all my Oracle connections work fine, this problem only occurs when connecting to SQL Server connections, which is why I thought it was related to the SQLServer jdbc driver.
I am having the same issue since I've upgraded the application. I'm thinking of reverting my installation to a previous version. Is there a resolution to this?
EDIT: I pulled down a new version and everything seems to be working fine. Something must have gone wrong during the upgrade.

This problem occurs erratically for me, in about two-thirds of the start-ups the icons are broken. There does not seem to be a consistent cause.
Running SQL Developer 220.127.116.11 on XP 32-bit with Windows Authentication using JTDS and ntmln.dll, JDK included in with SQL Developer.
