Do give you a more detailed description:
Locate Oracle-Services and change their Startup type from Automatic to Manual .
Afterwards, you can either start/stop them manually using the functionality in the services.msc or create batch scripts to do that for you, e.g.
[start_xe.cmd] net start OracleServiceXE net start OracleXETNSListener pause [stop_xe.cmd] net stop OracleXETNSListener net stop OracleServiceXE pause

A different idea is to keep the OracleServiceXE as automatic in Windows, and use oradim to switch off instance autostart per:
For those of you on Win 7 reading this - that command need to be run as "elevated admin" command prompt.
c:\> oradim -edit -sid xe -startmode manual
This will set ORA_<sid>AUTOSTART, under Home's KEY<homename> in the registry. This is what I believe damorgan referred to earlier, and wanted you to research/learn.
