Can you describe your use case in more details?
Since you write about Primary File I guess you mean Check-in Profiles. Note that without primary file you won't (normally) be able to check-in the item. If you are looking for "metadata-only" items there are ways to do it, but you need to configure your system properly. Therefore, please, write where you are aimed to.
Thanks for you reply! By the way I will tell you about things I want to do.
- I want create a Content Type name: News. It have some field as: Title, Image(file), Description (description for news's content), Main Content(the body content of the news), Author, Public date.
- I want have a GUI where end user can create news with this Content Type. They can create the Main Content easy or can upload image for this news and using it in the Main Content ...
I ever have used the Weblogic Portal. In the Administration Console have a CMS where user can do things I have just told above.
Do you have any suggestion for me about it

I'm wondering, if Image(file) is actually not what you could store in the Primary file (is it mandatory?)
Anyway, if you want to get rid of the Primary file, read this thread How to display "Metadata Only" field in Update Form (and in the related links https://blogs.oracle.com/kyle/entry/hiding_the_primary_file_field and https://blogs.oracle.com/kyle/entry/check-ins_without_files_ucm )
Either way, you can use standard GUI with all its features (Profiles) to support such scenarios. You could also use it if you want to update the existing information (e.g. in Main Content).
I'm still a bit doubtful about Image. If you have exactly one Image in a News item, then you could use Primary File (maybe all you need is to rename the heading?). If you can have more Images, then you might have to go with something like Attachments.
