1) Please check for alert.log file for both databases and post any error message you getting there while running the report ?
2) Check the listener logs for 10g db, to see if there are any error message in log while running report ?
3) what is the output, if you just select from the DBlink you using in report ?
select * from dual@<dblink_connecting 9iand10gdb>

The problem is caused by a bug.
Workaround is to build a local view for the remote table and use that view in the report.
