You will find the information in the footer of the main page of your Oracle CRM On Demand application (once logged).
In the footer of the page, click the "Service Information" link.
In the Service Information page, you can check the version (which might be 001800,019.035.005 currently)
Then you can check in the "Production Maintenance Schedule" applet when the application of the patch is scheduled.
After patch application, the web services allotment rules will be enforced !
