We had the same issue where we had to restart SM every other day. Oracle provided us with a POC and the problem is no longer present.
They gave us a new scfagent.exe. It's a known issue on Windows 2008 and is fixed in Tools 9.1.

if the JDE Deployment Server got proble, i unable login to the web console.
and intermittent i login to the JDE Deployment web console thru IE, the JDE App Service show not available.
how to solve it.
Restart the management server service.
If it works then schedule the restart trough windows sheduler

where is the management services?
Look at windows services, you will find it, or go to c:\JDE_HOME\..\bin and run the command stopAgent; then startAgent.
