I am able to reproduce this problem. It seems to be caused by differences in privilege check in normal SQL environment versus in APEX.
Please file a service request.

You need to investigate in your organization who has the CSI (Customer Support Identifier). This is an ID that is given to the Oracle Support customers. With that ID you register here:
Then go to the "Service Requests" tab and create a new Service Request
