Http handler for URL

I need to access a url hosted on Microsoft windows server from application hosted on weblogic 10. When I create new URL(http://<myURL>), will it use handler provided by weblogic, what is the default handler used in Weblogic? Will it not use sun.net.www.protocol.http.Handler from jdk1.5 rt.jar?
Also, is it application server specific and different for every application server?

It will use the one provided by whatever JVM you are running.

    No. It is JVM-specific.

    Why do you care?
