When I have seen this it is due to your JDeveloper memory settings. Surprised you got this error out of the box though. You can adjust the memory settings by modifying the MIDDLEWARE_HOME/jdeveloper/ide/bin/ide.conf file and adjusting the -Xmx and -Xms values (the defaults are -Xmx640M and -Xms128M. You can also try adjusting the -XX:MaxPermSize (default is 256M) which is located in the MIDDLEWARE_HOME/jdeveloper/jdev/bin/jdev.conf. The settings will be dependent on your system.

I have changed the XX:MaxPermSize (default - Xms256M ) to Xms512M in that file as you mentioned below, and restarted the Jdeveloper as well as system also. But i am facing the problem.
So please advice for this with any alternate solution.

It is most likely not the MaxPermSize but rather the Xmx and Xms that you will need to adjust. Just setting them to defaults may not work correctly since it is all dependent on your system. In most cases there is no straightforward answer you will just have to adjust the settings and see if it starts. Also, increasing the setting is not always the correct option either, sometimes you need to decrease them.
