OPatch documentation question

I was hoping that someone could provide an answer to my question. When you are reading an OPatch file, what does this following line specify?
Interim patches (3) :
***11 : applied on Sat Mar 03 10:12:00 PST 2012
Unique Patch ID: 13561791
Created on 15 Jun 2011, 07:51:14 hrs PST8PDT
Does this "created on" line relate to when the specific interim patch was initially released by Oracle?
