A recent plug-in upgrade operation has failed. Follow these steps to recover.
Let us know if you have performed any of the plug-in deployments recently?
Generally if any plug-in deployment was failed, and when you try to restart the OMS, it fails with this error message as there would be some flag set at repository that states the earlier plug-in deployment was failed.
This can be determined by checking the files under the following locations:
+ I would suggest to log a service request to analyze the issue further and get it solved.
The issue has been resolved with the help of Oracle Support.
We did the following:
$create table mgmt_parameters_bk as (select * from mgmt_parameters);
$delete from mgmt_parameters where parameter_name like '%PLUGIN%';
$emctl stop oms -all
$emctl start oms
Note: Do NOT use this without guidance of Oracle Support.
Backup the repository db before attempting Plugin Upgrade.
It is mandatory to apply BP1 Patch 13242773 to OMS before Upgrading Plugins to 18.104.22.168
