I face similar error, with same env. scenario ... shared appl top & local Inst top, having node 1 - web & forms server & node-2 concurrent manager, unable to view CR output files.
Error - The Applications File Server could not open the file /xxx/xxxxx/x for read.
After few trails I could fix it, the services of node-1 was not able to communicate to node-2 for output file downloads.
Just add all FNDFS & FNDSM TNS entries of node-2 to TNS IFILE of node-1 in $TNS_ADMIN Dir. (do this for node-2 with node-1 FNDFS & FNDSM TNS entires), you can find FNDFS & FNDSM entries in tnsnames.ora file.
If IFILE is not existing, create the file in the same Dir. and check if the path and name matches with the last line of tnsnames.ora in each node.
Once done I was able to view outputs and also copy logfile to browsers (Tool --> Copy)
