T. Kyte, Effective Oracle by Design

performance tuning classics, absolute must-read:

Milsap & Holt, Optimizing Oracle Performance
J. Lewis, Cost-Based Fundamentals

a very good technical book with 11g coverage:

Ch. Antognini, Troubleshooting Oracle Performance

a book about Oracle internals -- really helpful if you want to go beyond
basic tuning

J. Lewis, Essential Internals for DBAs and Developers

Plus, some of the best stuff on performance tuning is not printed in books --
I would recommend to go through blogs by Tanel Poder, Andrey Nikolaev,
Richard Foote and others.
