I think I have already seen this error, and the cause was because I was passing an empty payload.... or something like that.
Can you log the $body and tell us how you pass the parameters to the XSL transformation? And also the XSL....
i had the same error in the osb when using xsl transformations
search on metalink for the prolog error on osb, you will find a patch for it (atleast we received back then a backport patch)

I've found this bug in metalink, but this patch is for 22.214.171.124 verson. But my version is 126.96.36.199
We asked support and oracle send us their own patch.
