Yes, you can install the telnet RPM on the compute nodes. I often use it for troubleshooting network connectivity.
As Andy mentioned, you may install packages on the compute nodes as required. I also wanted to add that some organizations view telnet (even just the client program) as a security risk and some security audit scanning tools will flag the telnet installation as a policy violation. So you may want to confirm with your security team before installing the telnet package.
ideally you should be trying ssh connection.
