This appears to be a usage error.
There is only one place in NPD where this exception is handled. When it's caught the user is redirected to the UsageError.aspx page, where this error is logged and the following message is displayed:
"Another parent window already exists for this session. To browse details of another item please open a new instance of the Browser, Re-Login and navigate to the desired item."
If this message is encountered frequently at inappropriate times (with regard to the description), then please record the steps to reproduce and open a bug.
