WLSTException: There is no server running at http://127.0.0.1:7001

I had to recreate a domain on my PC and now I can't get my redeploy batch program to work.

This is the the batch code:

REM -- SET THE WLS ENVIRONMENT --
cd C:\wls1033_dev\wlserver\server\bin
call setWLSEnv.cmd
cd \batch

REM -- LAUNCH WEBLOGIC SCRIPTING TOOL AND REDEPLOY VIA "REDEPLOYMAPSIS.PY"--
java weblogic.WLST RedeployMapsis.py

This is RedeployMapsis.py:

connect ('user','pwd','http://127.0.0.1:7001')
redeploy('MAPSIS')

I'm starting WLS via startWebLogic.cmd in my domain directory and it's starting successfully. Here's the last lines of the console output on start up:

What do I need to change to get passed the exception below?
