Since your Dev rpd and webcat are working as expected, try to migrate these 2 UAT and see how it works?

Can you check which groups the users are part of when they log in? Are they part of a custom group or just a memeber of a generic one like BI Consumer Role?
To check the groups - log in to BI and under the username in the top right corner is a drop down menu with 'My Account' Options. In the pop up box from here theres a Roles and Catalog Groups tab.
we are facing the same issue.We have upgraded in DEV environment and everything worked perfect but when we moved the rpd and catalog to new environment,under the roles and catalog tab,I am not able to see the roles and webgroups .Any ideas?
Repeat upgrade activity (for RPD and catalog both) on all environments. Then change RPD and catalog to latest ones.
It worked for me.
Hope it resolves issue for you too.
