I'm not sure if I fully understand what you are trying to accomplish - it might help if you add an example to your problem description, but I think your problems should be solved by working with the actual file's date rather than filename.
All I really want to know is
export TZ= what?
to get the date one time zone over (1 hr East of New York)?

Have you checked:
According to that, Chicago is 1 hour east of NY. Chicago is CST or GMT+6.
Eastern Standard Time (EST), the time zone New York is in, which is 5 hours behind GMT
Central Standard Time (CST), the time zone Chicago is in, which is 6 hours behind GMT
So the following should do:

Chicago is west of New York.
The timezone that is East of New York (GMT - 4) is named Atlantic (for the Canadian Atlantic provinces).

Yes, I was confusing east/west. So hopefully the OP can pick a town from /usr/share/zoneinfo/America that is in the GMT-4 timezone, like Halifax?
