I guess you forgot to mention what Oracle Linux version/distribution you are using.
I suggest to check the Switch port. Perhaps there is a negotiation configuration mismatch or you connected the two bonded interfaces to the same physical Network Switch and the Spanning tree closed one of the ports to prevent a connection loop. Did you connect the two NICs to one and the same Network Switch?
Spanning tree should not have any effect on speed/duplex.
Spanning tree will prevent a switching loop and typically block the offending port.
Are you sure, a NIC connected to a blocked port, when setup for autoneg, will not fall-back to factory defaults?
Thinking more about it, the problem could also be port security setup, so the Mac address of the bond interfaces may need to be registered.
