You can go to Administration >> Manage Service >> Application Build Status (under Manage Meta Data) and make sure that the Build Status is Run and Build Application (not Run Application Only).

I logged in using
I do not see Administration. I have Manage Requests, Manage Instance, Manage Workspaces and Monitor Activity
I went under Manage Workspaces and I see that workspace is Run and Build. This worked in 3.2 but when I upgraded it does not show the buttons anymore
Its one of those changes in 4.x perhaps.
Login as Admin using the url http://<server_name>:8080/apex, give Internal in Workspace and the use the same administrator credentials.
To check the application status in Prod workspace login with the above URL into the workspace as workspace admin. The Developer Toolbar that you are referring to will appear at the bottom when you edit an application page , if you application Build Status is Run and Build application.
If your application Build Status is Run Application Only then you will not be able to open the application in Application Builder for editing.
