While migrating it creates oracle_ctl.bat, this file has %1,%2,%3 and %1/%2

i am using 11g express edition , %1/%2 is username/username@XE but %3 is not given and %1 and %2 is username or it is any thing else becasue it is seprate?

Usage: oracle_ctl [user] [password@dbname]
So your syntax should be:
oracle_ctl username username@XE
