Auditing the Sys-Admin DBMS_AUDIT_MGMT

My task is to control the database administrator’s work on an oracle database (Version 11.2).
I set the AUDIT_SYS_OPERATION=true and AUDIT_TRAIL=XML and restart the database.
(AUDIT_TRAIL = OS doesn’t create any .aud files!!!).

I am having two problems:

1) I can set the property OS_FILE_MAX_SIZE with

DBMS_AUDIT_MGMT.SET_AUDIT_TRAIL_PROPERTY();

The system shows the setting, but the setting has no effect. The database generates always 1-4 xml files per minute with 2 kbyte of size.

2) How can I prevent the admin from deleting the Audit files from operating system as well as with
BEGIN
DBMS_AUDIT_MGMT.CLEAN_AUDIT_TRAIL(
audit_trail_type => DBMS_AUDIT_MGMT.AUDIT_TRAIL_XML,
use_last_arch_timestamp => FALSE);
END;

The audit xml files should be deleted by the operating system manager only.
