I'm not really sure, but you could check if the Oracle Client is in the PATH environment variable.
Some more info on Supportweb: After the Siebel version 126.96.36.199 was installed, the Oracle driver cannot be loaded [ID 1068383.1]
You need to install at least one Siebel component - it's Siebel that registers those DSN drivers, not Oracle.
If you're installing 8.2.x or 188.8.131.52, I believe you need to also configure at least one component (Gateway / Enterprise / Sever) for a Siebel DSN / driver to be registered.
