I in process of installing and configuring MW 2.19, yes it's a standalone product that needs to installed alone on sever and technically the DB 10g is not certified. But you still needs 10g to install and configure the MW. In fact the 10g is not available to download I opened the SR and got the 10gr2 sotware and 10.2.0.4 patch from Oracle support.
Hope this helps.
Documentation, Note #329476.1 says: Maintenance Wizard is a standalone product which must be installed into an RDBMS 10g ORACLE_HOME on a single UNIX or Linux machinePlease see old threads for similar discussion -- https://forums.oracle.com/forums/search.jspa?threadID=&q=Maintenance+AND+Wizard+AND+10g&objID=f351&dateRange=all&userID=&numResults=15&rankBy=10001
But Oracle DB 10g is not supported anymore and customers cannot download it via OTN anymore. Does MW still needs only that ? The documentation needs to be corrected. In case only 10g is still supported, how can customer still get it ?
Please see if you can download 10g from https://edelivery.oracle.com/ website, if it is not there then you need to log a SR to get the Media Pack.
