If both these rules belong to the same zone check you haven't selected the "Shuffle Rules" option for the zone (Developer Studio > Dynamic Business Rules > Zone > "Shuffle rules" checkbox). Also, try using the "Preview" option in Workbench rule manager - that will give you some more information on why rules have/haven't fired.
Thank You Michael. Yes I had the flag "SHUFFLE_RULES" set to "TRUE". The issue is now resolved once I updated it to "FALSE".
