I reset the password gracefully . Just went to ALL TARGETS => DATABASE => Updated Monitor Password of DBSNMP

It does not help. The Enterprise Manager can reset the DBSNMP password.After entering this new monitoring password. I also clicked on "Test Connection" and it says "connection successful".
But it still says the target is PARTIALLY up. only
