HOW TO MAKE MY OWN LINUX SERVER ACCESSIBLE THROUGH INTERNET

Dear Legends,

Since I have installed r12.1.1 in ORACLE LINUX 5.7 and i have set the hostname - devl.rel.net and its IP as 192.168.1.111(MACHINE'S IP), we have a STATIC IP 2xx.1xx.xx.xx each and every settings have been set by me in HOSTS file and corresponding NETWORK scripts ifcfg-eth0 files also. OUR DOMAIN NAME rel.net SUBDOMAIN devl.rel.net.

Now the problem is I can able to browse the http://devl.rel.net:8000 EBS LOGIN page but i cant able to browse other WEBSITES in the same machine. If IP has been set to DHCP then i can't able to browse EBS login and other websites can be browsed.

As if i have pinged from the same machine its all good but if i type the url in another machine which is another network it is loading for a long period and says it cant able to connect or timed out.

Now what should i do to access OUR INSTANCE machine via INTERNET GLOBALLY so that our users will access by the url http://devl.rel.net:8000. Please help me.
