srvctl add database failed

Hi everyone,

I have add a VIP App with the command:

appvipcfg create -network=1 -ip= -vipname=ApacheVIP -user=root (Run as the user root)

So i have added it successfully.

But then when i want to add a database with the user oracle i get this error:

[oracle@pcgns1 ~]$ srvctl add database -d PRD -o $ORACLE_HOME -p +DG_EBS_DATA/spfilePRD.ora
PRCR-1006 : Failed to add resource ora.prd.db for prd
PRCR-1071 : Failed to register or update resource ora.prd.db
CRS-2566: User 'oracle' does not have sufficient permissions to operate on resource 'ApacheVIP', which is part of the dependency specification.

I fixed it doing it:

crsctl setperm resource ApacheVIP -o oracle

After of it i can add my database.

But my doubt is why can't add my database to cluster if my ApacheVIP doesn't have relation with my resource of database.

I have looking for some answer but nothing, i can somebody can help me.
