Connecting to Oracle 9i database using Oracle 11g client

I am trying to connect thru ODBC to our Oracle 9i database using Oracle 11g client. I am getting this error message:
ORA-12154: TNS: could not resolve the connect identifier specified
I double checked my TNSNAMES.ORA and it is properly configured.
Hope to get inputs

Is that the only Oracle client installed? If you have another one hanging around it could be using the wrong tnsnames file.
