    welcome. You can read the manual for this kind of questions (http://docs.oracle.com/cd/E11882_01/text.112/e24436/cdatadic.htm#i1007615) but the simplest form is the next one:
    begin
      ctx_ddl.create_preference('mylex', 'BASIC_LEXER');
      ctx_ddl.set_attribute('mylex', 'index_stems', 'NONE');
    end;
    Then you can use this preference in the creation of your index:
      create index myindex on mytable ( docs ) 
      indextype is ctxsys.context 
      parameters ( 'LEXER mylex' );
