Something amiss with the installer run. Permissions? Did the database files get created?
Make sure to authenticate to the host with a login that is in the local administrators group to run the installer program, have to have rights necessary to create services.
The windows install docs also mention the prerequisites: http://docs.oracle.com/cd/E17781_01/install.112/e18803/toc.htm#BABIHEJC
Check for Administrators group membership via the local users and groups applet, Start/Run/lusrmgr.msc also see the steps for the deinstall in the documentation URL as well.
