Enterprise Manager failing during 11g install

I am trying to install 11g (11.2) version in my windows 7 64 bit machine. I had installed and had to remove the db 2 times already and I did not have any issues before.

I get the error

"Enterprise manager failed due to - Listner is not up or database service is not registered....."

I checked the log file mentioned and I see

oracle.sysman.emcp.EMConfig perform
SEVERE: Listener is not up or database service is not registered with it. Start the Listener and register database service and run EM Configuration Assistant again .


I tried restarting the listner service through services.msc, but it does not restart. I get the error - Listner service on the local computer started and then stopped.

I checked the listener.ora file and it looks like

So i tried from command line and I get the following error

C:\>lsnrctl start

Just to add, I did some registry cleanups to remove the previous installs. I checked [HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\services\OracleOraDb11g_home3TNSListener] and the image path looks right.
