we are in process of installing database in RAC, when dbca ran , after selecting both nodes following message appears
default listener is not running on node, database wont be accessible from both nodes.
when we checked srvctl status
srvctl status listener -n node1
Listener LISTENER is enabled on node(s): node1
Listener LISTENER is running on node(s): node1
srvctl status listener -n node2
Listener LISTENER is enabled on node(s): node2
Listener LISTENER is not running on node(s): node2
The second server node2 was restarted due to some emergency, after that it's not working.

PRCR-1013 : Failed to start resource ora.LISTENER.lsnr
PRCR-1064 : Failed to start resource ora.LISTENER.lsnr on node node2
CRS-5005: IP Address: 188.8.131.52 is already in use in the network
CRS-2674: Start of 'ora.node2.vip' on 'node2' failed
Ip address is not allocated to anything other than the RAC.
can you see if the IP is still reacting?
If it is, can you check if it is still active in one of the nodes (ifconig).
BTW, which version are you using. You should upgrade to the latest PSU, since there was a short time when the ARP packages to invalidate an IP on switch level, were not composed correctly.
Which then agains brings up the question, which switches you are using on the public network.
