First of all, you need to understand what load average is. The load average values in top are the 1 , 5 and 15 minute load average intervals. Average load is not to be confused with CPU percentage. Load average measures all demand for CPU during a certain period of time, not just what was active. In a perfect scenario, average load matches the number of CPU's. If there is one CPU in the system and the 1 minute load average is 1.00, then the machine was 100 % busy and no process had to wait.
There is no way to make any suggestion based on your top output to determine what needs to be done to optimize your system usage. You need to analyze the Database to draw any conclusions about what is causing the high load.
Question is..... Even thought you notice the numbers as shown above... What is the user experience when working on the system... Donyou have performance issues and how are they showing?
Well there is no perfomance issues with the application and database.Do i need to restart the server once.

Try other commands like "uptime" and compare the output.
