It would appear you're trying to use a preference which you haven't created using CTX_DDL.CREATE_PREFERENCE and CTX_DDL.SET_ATTRIBUTE
Where did this CREATE INDEX command come from? Why do you think you need to use "Wordlist wildcard_pref" in the parameters clause?
Are you copying this from someone else's script? Does their script have any CREATE_PREFERENCE calls that you need to copy as well?
From the name of the preference, I'm guessing that it's purpose is simply to increase the allowable number of wildcards. In which case a suitable script might have:

"Wordlist wildcard_pref" is used in the Oracle Documentation about Oracle Text ;) So if you follow the Oracle documentation too strictly this can happen.
